Sure you can.
>From underneath the car. 2 screws either Phillips or Commond Head. Though
I've seen
A few with 8mm headed bolts in them.
Unscrew slide the VR towards the outer housing then pull out.
Cleaning the slip ring is harder. Use a light to inspect the rinf and Crcous
Cloth to 
Clean it up.
Slide in the new VR insert 1 of the screws a few turns then twist the VR so
you can
Insert the other screw. Hen tighten them down. Reattach the Electrical
connector.
Crank up car and check voltage at battery.

It's most likely the VR. The brushes are probably worn down. Unplug the
cable from the back of the alternator, remove the two screws that hold the
VR on - take it out. Clean the commutator, then replace with the new one.
