Pickup trucks were originally included, I think (hence the lower
lights on older ones of a certain age), but not now. DEFINITELY
should be, as should uniform bumper heights for ALL vehicles.
Interestingly, over-the-road trucks used to have headlight height
restrictions as well -- the assumption, I think, was that pickups
were not usually used on the road, being more or less farm vehicles.
Not true for at least 40 years now, but you know how that goes.
