I am guessing the cams are interchangeable. You will have to measure
the bearing diameters to be sure. Since the cap of the hydraulic
comp. rotates, I don't think you have to keep the shaft matched to
the hyd. comp.
As for the rust. The answer to that question is a visual inspection.
polish the cam lobes. if it is still rough, it will likely wear the
hyd. comp. and the cam lobe. If it is smooth enough so that the oil
will provide a cushion for the surfaces as designed, then the cam is
ok.
I would guess the FSM or another document will show what the
difference is between the 2 cams. It could just be a different
manufacturer, or process, with the same dimensions.
Further reading of the FSM says keep the lifters in their original holes,
unless replacing. OK - can do, I marked them as I pulled them out.
No one has an opinion on the camshaft question? I guessing that I need to
keep the #11 with the #17 head, but I'm going to have to deal with that
corrosion.

No rocker arms here, hydraulic compensators. Cams on the camshaft push
directly on the hydraulic compensators (aka lifters). Do I need to keep the
lifters with their head, and in the original hole? I'm not planning on
doing that. One of the lifters from the "new" head looks very new compared
to the others, surprise surprise it was installed at #1 cylinder.
