Seems to be in line with modern law enforcement attitude.
In too many jurisdictions, 'Protect and Serve' has been replaced by 'Intimidate and Rule'. I'm glad my sheriff and state cops haven't gotten into that as much as some places have.

Aggressive looking vehicles are just another way of having an imposing or even threatening appearance, like black suits and masks for paramilitary SWAT uniforms.

OTOH, have you noticed the (hopefully waning) popularity of aggressive looking passenger trucks that so many people commute to work in? Always nice to look in the mirror at a stop light and see your back window filled with a grille that looks like it wants to eat you.
