I did find and adjust the vacuum modulator - moved the "T" 5 notches
clockwise and got a nice smooth shift.
It all works the same way, but there is a clip along the top edge and
the rubber sometimes almost vulcanize to the dash. Try inserting a
spatula above the center and slide it from side to side and then try
pulling with the hooks at the sides.

Thanks to all the Listers who wrote that I just needed to "use more force". You
were all correct, and Marshall was most correct.
I "borrowed" my wife's cake decorating spatula, a hefty 10"x1.5", SS beauty,
and discovered a spot in the top center area of the opening where I couldn't move the tool
side-to-side. Put the tool against the obstruction, gave it a heavy whack with my hand, and it went
in an additional few inches. The cluster was then free.
There is a mangled, non standard looking metal tab, protruding down from the
dash frame, that appears to have been bent down from the frame. Have no idea
why. The cluster was free of the four spring clips.
