Depends on the time frame you want to reference. Recent years, that may be true. Pre 2007, Maybe not. Pre-1984, nope.

That "fuel supplies get tighter in the heating season" is the line they feed us, but I doubt that fuel oil usage has increased over the past 40 years. Used to be a lot of oil heat. Now it is virtually gone, except in the East where the ground is too rocky to run gas pipes.
