In a diesel you want to separate the water from the fuel.  Anything that
cause it to go into suspension can allow it to get to the injectors,
which you don't want.  I've read that a contributing factor to the GM
diesel debacle of the 1980s was owners using alcohol-based "gas dry" in
their vehicles.
