Yes the shims are used to adjust the injectors so that they all "pop" at the same pressure. I don't know exactly what that pressure is supposed to be or how much variance is acceptable between injectors, but there are specs for that and a diesel injector shop can do that work. You can also do it yourself if you have or build a pop tester.
