The good restorers replace rusted panels and cut out all floor and frame rust 
as well as media-blasting.

most of them don't seem to get much more than new paint, upholstery, shiny

flipped/sold in a week or less.  Buyers don't seem to ever look under them.  In 
spite of all that shiny new paint, upholstery, etc., how can they not basically 
still be rusty POS?
