Probably doesn't want to pay the eBay listing fee for a driver. "car is in good shape except for some surface rust and chip in the passenger side windshield" Sounds like he wants to sell it as a car, not a pile o' parts. Ebay wants the full vehicle listing fee, and is cracking down on this: "Attention Sellers The following message is required for all Parts Car listings (please copy and paste the following in your Item Description): This vehicle is being sold for parts only and is not operational or street legal.
