He needs the special synthetic hazard fluid that is rated for extended
4-way operation. It might be NLA for his car as I believe it was a
"lifetime" factory load that was only used that one year due to
transient government regulations in place at the time, and not meant to
be serviced.

Hazard lights are acting the same way also...which makes me think it's a
relay or something between the seats.
