Interestingly a couple years ago we had a case where the DSL always worked but 
telephone went out in the rain. A service guy came out and found a 1" piece of 
insulation missing on the wire from the pole to the house, replaced that and 
its been fine ever since.

Strange that DSL always worked even when the phone didn't...

With the amount of time our DSL line has been down this year, VOIP would
be a bad idea. The land-line telephone still works, though.

Ma Bell has had a lot of experience in getting POTS reliable.
