I figure with the tile stopping the airflow I can pack some insulation (as 
opposed to stuffing insulation) into the gap between the chimney and the 
rafters.

Sounds like a plan.   Cementboard or firestop drywall should work. 
Concrete, mortar, plaster etc all should work.  I like your idea of a 
tile surround for visual.
