Hmmm. Is this the voltage regulator perhaps wearing? I cannot believe the fogs draw that much....it never did that before.
Your battery is not charged, else you would not have noticed. That usually implies alternator/VR problems, that have been around a little while --- long enough for the battery to not be/get fully charged.
