I have often thought that there should be no Federally funded flood insurance for people who build in a flood zone. If it's an existing structure, let it be, but there should be no new construction in these areas.
It's not the perfect means to deal with the situation, but I have a problem subsidizing stupidity in the sense that structures should simply not be built in these areas, and if they are, the taxpayers should not be underwriting their insurance.
