The EPA knows their figures are inaccurate. Mainly it's because the test cycle was designed in an era when freeway speeds were lower and there was less stop-and-go driving. It also doesn't take into account cold weather, which has a particularly heavy effect on the milage of hybrids. The EPA is currently in the process of putting together a new test, which you can expect to see proposed in the next few years. Expect heavy opposition from car makers, who won't want to see their fuel economy sticker numbers go down.
