Sure the load controller isn't something from your utility?

We used to have them here on water heaters and AC units, but they stopped 
offering the service about 5 years ago.  Not sure why.  I still have one on the 
AC unit in my house, but it's in failsafe mode - I disabled the circuit that 
activates it, so the controller is always in the NC mode, which is what it 
defaults to when power fails as well.

Since this is a 240VAC appliance, did you check each leg to neutral (120VAC) 
and across the two hot legs (240VAC)?
