Yes there are metric drill bits. One way to quickly measure is with a metric/SAE caliper, along with a chart to convert decimal (SAE) to fractions. HF has one you can have for $10 with a coupon from any of the usual mags. It is certainly accurate enough for that purpose and faster than a mic. The idea is to switch the caliper back and forth from metric to SAE until you match a size. Most metric Allen keys are integer sizes.
The tougher trick is then to store them so you can pick the correct size.
