Many years ago mutual insurance companies, which are owned by the insured, were formed in order to avoid gouging by stock insurance companies. Since some of the premiums being quoted currently by health insurance companies are obvious gouging, mutual health insurance companies may be a well established model that would bring premiums down. This is currently being discussed on the internet but there probably won't be much accurate information until more info comes out about Obamacare.

ACA puts a pretty high limit on the payout ratio.

Demutualization was a big thing a few years back.
Good deal for the customer/owners, who got nice checks in the mail to buy out their ownership. Could have had nearly free car insurance if you could predict which company would go public each year.
