Is it not pretty easy to get something notarized in the USA?
I assume they just want someone to certify that a copy of the registration is a true copy.

If you go to the dealer they will ask to see the registration but if you don't actually go there, then they may want you to send along something that indicates you are the actual owner and not just someone who wants a key so they can "borrow" a nice car they see parked on a lot somewhere.

I picked up keys from the dealer here and the parts man said to me - "you aren't separated or divorced are you?" The car is registered to my wife. He let me take the keys but probably thought it was not much of a risk since my car is so old. I can see where they might be a bit more careful with newer and more valuable vehicles.
