I think that's a little strong.  There's evidence for both sides,
particularly in the case of Jefferson, who was a complex man and brilliant
thinker.  At times he made public statements befitting a typical
God-fearing Protestant of the 18th century (as in the quotes you gave).
But he also had strong enough Deist inclinations that he edited and
intended to publish a revised King James Bible that omitted all references
to miracles.
