California limits this to basically four things:
   - current condition of title (clear, salvage)
   - current condition of registration 
   - smog if applicable and passed within 90 days
   - any parking tickets that would hold up registration (as tickets follow
     the car)

Anything beyond that is technically a no-no. Without thinking too deeply,
I don't know if DMV will actually know whether a vehicle is stolen or not.
That information isn't kept in the registration database in californa (IIRC).
