Yes, these can be brought back to life with a good cleaning. On my 123 wagon, I removed the stalk and took it apart for cleaning, to restore the wiper function. End cap can be pried off.
On my 124 sedan, the optical horn contacts are at the base of the stalk. Didn't have to remove it, just pop off the cover at the base and spay deoxit on the revealed contacts.
