Our operations manager has an office right next to the cubes (with low walls) where I work. He never takes a call with the handset - it's always the speakerphone.
I will say that despite this being a real PITA some times, it does keep us "in the loop" as far as stuff going on in the organization. I'm saying that he even discusses personnel matters over the speakerphone - and he never closes his door.
