THey didnt want to chain it, were to cheap or unwilling to build a fence. The next door neighbor has been down to let them know what their dog does. They do nothing about it. The last time the dog was here we hooked a leash to it and tied it to a tree in the front yard and the wife wrote a letter to the neighbor telling them to get their dog under control and that it was tied to our tree and to come get it etc. Well within a couple weeks the letter from the planning commision comes, but that is another story.
