We had one dog that ALWAYS came to our house, terrorizing the cats, carrying off things off the porch, carried off several pairs of shoes from the next door neighbor etc. Have gone down to their house MANY times asking them to do something about it. THey didnt want to chain it, were to cheap or unwilling to build a fence. The next door neighbor has been down to let them know what their dog does. They do nothing about it. The last time the dog was here we hooked a leash to it and tied it to a tree in the front yard and the wife wrote a letter to the neighbor telling them to get their dog under control and that it was tied to our tree and to come get it etc. Well within a couple weeks the letter from the planning commision comes, but that is another story.
