IIRC, the interstate system was designed to be driven at 70mph by a competent driver in a '57 Chevy with drum brakes and bias ply tires. Since then, the cars have become more capable and crash-safe by leaps and bounds. But I suspect the drivers are less competent and much less attentive on the average.
