Don't scoff if you've never been driving in DC during rush hour.
People commute more than two hours to get to work, and traffic often
grid-locks in good weather. Wet snow packing down to ice on the
freeway makes it really bad, and inadequate funding from Congress for
road clearing doesn't help a bit.
