New! I've never gotten a used radiator that was any good (out of perhaps three - I'm a slow learner). If a radiator was in a car that had the green coolant run through it, it's trash.
made in China means nothing. The Chinese build to the specs they're given. If good specs, you'll get a good product. All those Apple products that many people worship are made in China . . .
