I predict there would have been fewer victims. As I recall the perp had a free-fire zone for about 4 hours when the cops finally killed him. Armed, trained, sober citizens (or employees) inside would have better intelligence would certainly have ended it faster with fewer casualties.
As I understand it, this perp broke no laws until he decided to shoot up the place. Maybe we need to recognize that a state of war exists with IS and its franchises, whether we like it or not.
