Here they put the miscreants in jail for failure to pay child support,
so that when they are in jail they can't work to pay child support, then
when they get out they have a criminal record so they can't get a job.
It makes perfect sense.

They say that poor people get caught for things like speeding, can't afford the
fine and end up in jail. I haven't seen the documentary but they seem to be
suggesting that if you're too poor to pay the fine you shouldn't have to.I have
a big problem with that idea for obvious reasons...
