Sure it does. I use it all the time. Double click to open a photo. In the upper right hand corner of the screen is a button that says “Edit”. Click that and go to town.
If you’re editing multiple photos in the same album, whne you finish editing one there will be arrows on each side of the photo that allow you to move to the next photo in the album.
