A victim of a shooting who is known to the po-pos is likely to be part
of a crowd of perps also known to them. Drugs most likely. Or gang turf
or all of the above. We get at least one a week around here getting
shot for stupid reasons. Actually one killed, a lot more are shot

And there you have it. The po-pos know exactly who did it (or to which
class the perp belongs) and what the motive was.
But it says "victim", not "prepetrator".
Apparently, though, the victim was not lilly white, either.
