Good idea for next time. So I went ahead and tested and all started out at 
about 19.5 and dropped from there. I then pulled the relay from another car and 
put it in and it works. So lesson is even if the relay seems to click on and 
off does not mean it's actually working. Next I want to try and get the cruise 
control going today. I'm going to see if I can locate my soldering Iron and try 
to resolder it. I do not have replacment caps if that is what it needs. I may 
try to pull one of out another car but as hot as it is outside and as much 
hassle as it is I would hate to pull one that does not work.
