A PWM (pulse width modulated) controller will also deal with fluctuations in 
the array voltage, its just not so good at it. We use a PWM controller on our 
small array mostly due to cost.

You are correct. I did not show that on the diagram, and probably should
have. I have added it to the diagram below.

What you are talking about in relation to the amount of sun is called
maximum power point tracking (MPPT).
