Mine fell off for the same reason. I believe the bumper is pressed into the
bumper shock brackets but as you and I discovered, the little tabs that
hold everything in place tend to rust away over time. Perhaps they can be
welded back together again, although my mechanic said don't bother. Just
got another bumper.
