O guru of the East! Pray tell WHERE are these "jurisdictions with lax
gun laws?" Certainly none in the US of A, Yurp or the former Crown
colonies.

Sounds suspiciously like the official Soviet attitude, that their system
would only begin to work well once the entire rest of the world was
running
under the same system. THEN the worker's paradise would begin.
Yeah, that's the reason.
