LEO training and qualification varies a lot. My requirements were quarterly qualification with a reasonable level of difficulty, with some units receiving "practice ammo". IIRC NYPD was annual, and little in the way of resources provided. I recall qualifying at a range when NYPD were transitioning from revolvers to pistols. I was watching them during a break, and they were doing a string involving a reload. It took them FOREVER, much longer than it took me to reload a revolver. Unless they shot on their own time their skill level would have been...not too good.
