I didn't think of anti-graffiti laws, but some places do have controls on spray paint sales. As far as federal law is concerned, pressurized spray cans are ORM-D materials, OK for ground shipping but not to be placed on aircraft. The box should be clearly labeled so that Fedex or USPS doesn't decide to use them to fill up an airplane's cargo hold.
