Peltier devices are much less efficient than heat pumps. But are much cheaper, smaller, quieter. Might even be less effective than the adsorbtion cycle (ammonia/hydrogen) RV refrigerators, which also won't cool things from warm very well, but can maintain cool temperatures just fine.
