Dielectric grease _is_ an insulator, but it's mechanically so weak that it's no impediment to the electrical contacts. It's a barrier only to oxygen, moisture, and corrosion. The point of this grease _is_ that it's an insulator, and so doesn't affect the normal operation of switches and contacts, etc. If it was conductive, it'd be a real problem in some situations.
