A friend's kid got 3 tickets in 3 days from the same cop in exactly the same 
spot.
  He said "I dunno how it happened!" His Dad and I spent an hour and put a clip 
on the throttle cable on the car so it wouldn't easily get beyond half 
throttle. That taught him a lesson...

Just like when I was 17, got my first ticket, and swore to my parents 
that
I'd never get another one.  Then when i was 21, I got two in 6 weeks.

        If you're not losing any coolant, the white smoke must be excess  
fuel or incomplete combustion. Try letting the GPs stay lit until the  
relay cuts out twice then on the third cycle fire the engine after  
about 30 seconds of glowing. If there is an improvement, carbon  
sheathing as Marshall mentioned could be the culprit. If no  
improvement, there may be some injectors leaking fuel into the  
cylinders.
        Diesel Purge may help but you should do it with supply and return  
lines in a jar rather than pouring it in the tank as it works better  
full strength.
