IT is a CARB ploy.  Kollyfurnia mandated a magical port for reading pollution 
failures.  Everybody came up with his own solution, which made CA.gov confused 
how to hook up and read things, so they made a new regulation to make it 
standardized in all things, so the mirror foggers they employ can understand
