Not sure if 83 has vacuum or Lektronik CC.   If vacuum, it won't work without the speedo.  I know my 81 is vacuum, and SDLs and 124 are Lektronik.   Somewhere inbetween they switched over, but since 123 was near EOPL, they may have just kept the vacuum for all the 123s, and especially the 240D, since it reached EOPL a couple years before the rest of the 123s.

Will cruise control function on this car if all else is correct but
speedometer is not functioning?
