OM603 out of chicago should have a block heater.  Gump, the w115 came with 
factory cord and was originally from that city.  Maybe the guy has no idea how 
to start a diesel in the cold.

I would ascribe the trouble to poor glow plugs and not having winter #2 in the 
tank.
