I’m in AZ. From what Dan told me it sounds like the current owner has to get 
the vehicle current on its registration. In this case, it’s fines of about 
$600. Then they are able to put the paperwork in for a duplicate pink slip. 
Once I get a pink slip, they sign it over to me and I bring it back to AZ.
