Hard rule on commercial size tires is 5 year life, then replace. So, it would have to have tires. Recaps could work on rears, but steer tires, new only. You do NOT want a front steer tire failure.
Should be able to get a set of 11Rx22.5 recaps for the rears in the $125-$150 range,each, New steer tires, if you shop hard in the $200 each range. Expect Chinese tires at that price, but they are actually holding up well in the commercial use.
