I'm told the EPA can fine a yard for big bucks if they are caught selling used catalyst. Which seems stupid because OBDII monitors the performance of the catalyst and lights the CEL if it's not working properly, and a good used OE converter off a wreck is better than a brand new aftermarket converter.
