I just went thru the board again.  I found a couple of points that I redid that were light on the solder.  I also found a spot where some loose solder flakes might have potentially been connecting 2 points.  I double checked to make sure I had the polarity correct on the caps.

Tomorrow I am going to run thru the test procedure for the actuator then give it another shot.  I might just start sending the things to that dude on peach parts that fixes them.  I would not be such a big deal if I could just replace the caps and it be fixed, but often times you have to go thru the entire board which is a pain in the ass.
