Don't know about Volts, but most of the Spark buybacks were "customer doesn't like driving an EV so we bought it back when we got tired of his/her bitching". It's probably more likely with a Volt that there was something wrong that the dealer tech couldn't find. GM then thought they fixed it and put it back on the market.
