that it also controls more than just the gauge cluster lights.

Yes indeedy, they're all hooked up to it.

Question: could it be moisture that somehow bridged the gap and allowed them
to work? It's been raining all day.

Random chance, really.  The rheostat can be disassembled and
cleaned and probably gotten going again, or you can replace it.
Pretty easy on a 123.  Pretty easy on anything but a 107, so far
as I can tell.
